中西部地区基层公共图书馆人员保障机制探究——以陕西省102家县级公共图书馆为例

长期以来,学术界对于中西部地区基层公共图书馆人员困境方面的研究忽略了图书馆建筑与人力资源配置等关键性因素的关联性研究,致使此类研究对于基层公共图书馆人员编制、资格准入、职称评审等方面提出的政策性建议可操作性不强。本文立足于陕西省102家县级公共图书馆的数据分析,深入剖析了造成中西部地区基层公共图书馆人员困境的真实原因,并从公共文化资源均衡配置的理念出发,提出了中西部地区基层公共图书馆人员保障机制构建的个人观点及策略性建议,寄望于通过实证研究解决基层公共图书馆面对的现实问题。

Research on the Personnel Guarantee Mechanism of Basic Level Public Libraries in the Midwestern China:A Case Study of 102 County-Level Public Libraries in Shanxi Province

The academic reseasrch on personnel of basic level public libraries in the midwestern China paid little attention to the correlation study of crucial factors,such as the library building and human resources.As a result,the research suggestions are not practical in staffing,qualification access and professional title evaluation.Based on the data analysis of 102 county-level libraries in Shanxi Province,the reason caused the personnel predicament is discussed.In the perspective of balanced allocatiion of public cultural resource,strategic suggestions on constructing personnel guarantee mechanism of basic level public libraries in the midwestern China are put forward,in hope to solve problems through empirical research.
