高校图书馆外文期刊招标存在的问题及对策分析

外文期刊价格昂贵并持续上涨的严峻形势,使许多高校图书馆在外刊采购上纷纷引入招标机制,以此来规范外刊的采购行为。面对外刊招标中存在的供应商选择的局限性、报价的风险性、招标过程的复杂性及购权刊报价过高等问题,应采取放宽对投标者的资质要求、扩大招标的范围、加强对单一来源期刊采购的调研及严格合同的鉴定等途径加以解决。
