摘    要:基础教育均衡发展是近年来出现的一个新提法,是指在地区与地区之间、学校与学校之间,逐步缩小办学条件、办学水平、办学质量和办学效益等方面的差距,实现基础教育特别是义务教育的平衡发展,以最大限度地满足人民群众对优质教育的迫切需要。由于历史的、制度的、政策的、尤其是经济等种种因素的作用,基础教育非均衡发展呈现多种形态,其消极影响广泛而深刻。本文试图对我国基础教育非均衡发展的诸种形态加以描述,并对导致基础教育非均衡发展的原因加以简要分析,以期引起有关当局的重视和改进。

Abstract:The balanced development of basic education is a new conception which means to reduce the gap of school - running conditons, level, qualitiy, benefits among the different areas or schools and to meet the needs of the people for perfect education in the extent . Owing to some history, system, policy and economy factors , bacic education presents various status and does harmful influence greatly. The author describes mainly the temporary situations of this uneven development and analyze it, hoping to attract the authority's attentions and improvements.
