| 摘 要： | 作为专业化的意见表达主体的人大代表,其意见表达是中国民主政治的重要环节。人大代表充分而全面的意见表达,是政府意见综合、政策决策的前提和基础。因此,分析现实政治过程中影响人大代表意见表达机制健康运行的因素,并对其进行改革和完善,对于民主政治的发展和提高政府运作水平意义,非常重大。

| Abstract: | Deputy to the People's Congress is a professional opinion expression subject which is the important part of democratic politics in China.The full and complete opinions expressed by Deputy to the People's Congress are the basis of the Government's policy decision.Therefore,it is significant to analyze,reform and improve the factors that affect the sound opinion expression mechanism for Deputy to the People's Congress in the political practice. |
