| Abstract: | To construct quality culture is part of the implementation of quality management system at institutions of higher learning.This paper has made a brief account of the connotations,significance,and the guiding ideology of quality culture,and proposes a theoretical framework of quality culture at institutions of higher learning from the aspects of quality culture,system culture,behavior culture and spiritual culture. |
