| 摘 要： | 新时期留学教育制度的重建与创新为中国特色社会主义经济社会系统的新构提供了国际化的人力资源,促进了经济社会系统新构过程中风险投资机制和新经济模式的引进与发展,提高了经济社会系统新构过程中利用外资和进行国际交流的机制水平,推动了国家和地方经济发展战略的新构,从而大大缩短了我国现代化建设与世界先进水平的差距,为实现人才强国战略提供了条件与契机。
