论党章的特殊地位和作用

中国共产党章程在党和国家政治生活中具有特殊地位和作用。党章不仅从外在形态、内容实质、稳定特性、强制效力方面获得法律的一般特征而成为法律范畴，而且从内容根本性、党内法规系统核心和基础地位、权威性和约束力最高、影响全局性和巨大性方面获得其他党内法规所无法比拟的“根本大法”地位。这种特殊地位决定了，党章具有指导和规范党的领导和执政、教育党员、调节党内关系、保障国法、吸引和凝聚广大人民等众多特殊作用。

On the Special Place and Functions of the Party Constitution

The CPC constitution is of special importance and functions in the political affairs of the Party and the state. It posses;es the universal law features and becomes a law from its external forms, substance, stability and coercion. What＇s more, it obtains the place as a fundamental law which other inner party laws can＇t be compared with in terms of its content, the core, fundamental status, the most authoritative and powerful, the comprehensiveness and tremendousness of its influence. Such a place of the Party constitution results in many functions such as standardizing the leadership and ruling power, instructing the party members, regulating the inner party relations, guaranteeing the state laws, etc.
