| 摘 要： | 我国政府间过渡性转移支付办法中存在四点根本性问题。需要把建立政府间规范的转移支付作为完善市场经济体制的重点来抓，从立法上根本解决问题；要以市场经济法则确立转移支付的总体思路，从部分规范到整体规范；需要对民族地区实行有别于其他地区的财政转移支付；要努力提高转移支付中民族政策性因素转移支付的总量和比重。 |
