贸易救济措施及其应对策略--政府在帮助企业应对贸易救济措施方面的作用

世界贸易组织的贸易救济措施旨在维护国际贸易的公平和正常的竞争秩序，但近年来，它越来越多地被发达国家用做贸易保护的工具。面对愈演愈烈的反倾销、保障措施等贸易壁垒，中国企业必须从转变出口策略、提高产品质量和技术含量、加强企业内部管理等多方面增强应对能力。政府有关部门也应发挥作用，通过外交手段、建立出口产品预警机制以及扶持发展行业协会等途径，帮助企业应对贸易救济措施。

Trade Relief Measures and Their Countermeasures

Intended for maintaining the equity and the regular competitive order in international trade, the trade relief measures of WTO have, however, been increasingly utilized as tools of trade protection by developed countries recently. In face of trade barriers such as vehement anti-dumping, protective measures, etc., Chinese enterprises must strengthen their responsive capability in terms of transforming export strategies, enhancing the quality and technological content of products, strengthening the internal management of enterprises, etc. Besides, relevant departments of the government should also play a part in helping enterprises to take responsive trade relief measures by virtue of diplomatic measures, setting up precautionary mechanism for export products and supporting the development of trade guilds and so on.
