| 摘 要： | 土地是重要的生产投入要素。集约使用建设用地,优化配置稀缺的新增建设用地十分重要。优化配置首先要考虑建设用地的边际产出,同时,还要考虑社会经济发展各个方面的客观需要。

| Abstract: | Land,which is rare in China,is an important factor in production,and intensive employment and allocation-optimization of the rare source for new construction are very important.The priority of the allocation-optimization is the marginal output of a certain piece of land,and at the same time all aspects of objective needs of the regional social economic growth must be taken into consideration. |
