| 摘 要： | "增量政治改革"这一概念来源于经济改革,其基本目标就是政治民主下的善治."增量政治改革"思想对中国政治发展有利也有弊,我们有必要在如下几个方面思考和完善这一思想:在全面研究和评判国情基础上重新论证"增量政治改革"思想前提的正确性;积极进取型"增量政治改革"具有现实性和合理性;要把"增量政治改革"理解为整体政治改革的准备阶段.
