| 摘 要： | 议题管理作为公共关系领域导入的重要概念,已经归入了公共关系理论的基本要件范畴,并被深入研究运用。从政府和企业这两大公共关系主体看,议题管理既具有广泛相似的含义和性质,也体现出各自独立的驱动体系。比较二者异同之处,也就是对公关话语建构进一步的思考和细分。
