寻租影响区域矿山资源开采时序的动力学模型

首先从实现能源资源开发利用的长期均衡角度界定了区域矿山资源开采时序优化的相关概念。进而借助复杂性自组织理论,运用自组织动力学的研究方法,对信息非对称条件下受寻租影响的资源开采时序优化路径进行了系统研究。得出当中央政府政策稳定时,优化路径为:以临界稳态均衡为极限的周期环;当中央政府政策变化时,优化路径并非单向收敛或发散,而是随系统状态的变化而改变;最后结合研究结论给出了政策建议。

A Dynamic Model of Timing Sequence of Regional Mineral Resource Exploitation Influenced by Rent Seeking

This paper firstly defines a concept of timing sequence optimization of regional mineral resource exploitation from the perspective of long-term equilibrium.By using the theory of self-organization complexity and the method of self-organizing dynamics,the paper studies the optimum extraction timing path.The result indicates that if policies remain stable,the path would be a cycle limited by bidirectional critical steady-state equilibriums.If not,the path would not be one-way convergent or divergent,but go with the corresponding system state.The paper last gives policy proposals.
