| 摘 要： | 规范性文件是否合理直接关系到其执行的质量扣效果。长期以来．规范性文件的合理性并未引起立法者扣学术界的足够重视。因此，从理论与立法现状的角度进行考查并对其加以界定，对于依法行政原则的全面贯彻扣依法治国方略的实现具有十分重要的意义。

| Abstract: | The rationality of criterion document has direct relation with its quality and effect of execution.The rationality of criterion document doesn't arouse the recognition of legislator and academic for a long time.Therefore,reviewing and confirming the rationality of criterion document from the angle of theory and actuality has great importance for carrying out the principle of the administration with the law and building the country with the rule of law. |
