Three Fundamental Issues Concerning the Establishing and Development of Open University: A Perspective of International Comparison

Standing at the frontier of the construction of international distance education and open university, and with a perspective of international comparison, as well as with some analysis on case studies, this paper addresses some significant issues such as the characteristics of open university and especially Chinese open university, the challenge, strategy and self-surpass issue in RTVU updating into open university, etc.
