资源约束下欠发达农村干群关系及潜在影响分析

资源约束下欠发达农村，由于资源基础以及经济发展条件的约束，农村干部和群众建立起一种基于经济之上、倾向于自身利益的关系。干群关系互动中表现出的特点是：将集体财富变为个人财富；求官致富成为主流思维；群众之间以血缘和经济为纽带进行分群为近领导群体与远领导群体。分群后不同群体的成员与基层干部的关系是不同的，这种不同导致群体成员的不稳定性，进而影响不同群体的成员结构。所有这些都会导致基层领导的施政效率丧失。

Cadre-Mass Relationship and Its Latent Influence in Quasi-rich Agricultural Region

Because of resource limitation and economic restriction in qusi-rich agricultural region, a relationship between cadre-mass is inclined to show the following characteristics：making collectivity wealth for private wealth, striving for governmental official being the main idea,distant-from-cadre group and close-to-cadre group based on consanguinity and economis being shaped. The relationship between different group members and grass roots cadre is different, which leads to member instability and influencing member structure in different groups. All the above can lead to efficiency loss for grass roots cadre when applying its strategy.
