| 摘 要： | 由于后发地区在塑造创业精神、把握创业机遇、拥有白领人才及制订长期战略方面都处于劣势，因而造成了就业与创业工作的巨大困难。要解决这些问题，必须根据后发地区的实际情况，在宏观和微观上分别采取相应的对策。

| Abstract: | All the disadvantages in the aspects of moulding the creative spirits and seizing the good opportunity to start a business , possessing the white collar talents and formulating a long-term strategy caused the great difficulties in the works of obtaining employment and starting a business . To solve all the problems, we must take appropriate countermeasures separately in macrocosm and microcosm on the basic of the later developing region. |
