Developing a united information-technological complex for regions oriented to the system priorities of innovation development for users

This paper describes the investigation and development of new principles, models, methods, and an organizational technological scheme for the operation of the united information-technologic complex of regions (UITCR), substantiates the development of the UITCR, reveals its properties, and suggests its principles, models, and methods of operation.
