论联合国维和机制的缺陷

联合国维和在实践中形成了一定的原则、准则、规范和决策程序,这些构成了联合国维和机制。维和机制的出现和发展是国际机制独立性的体现或机制创新的结果,但也暴露出一些缺陷,主要体现在维和的基本原则容易受到破坏、对军队的领导和指挥缺乏固定的模式、维和合法性的缺失等。

On the Drawbacks of UN Peacekeeping Regime

In the practice of UN peacekeeping operations, some principles, norms, rules and decision - making procedures came into being, which constitute UN peacekeeping regime. UN peacekeeping regime has some advantages. Meanwhile, it also has some drawbacks which are vulnerability of the principles and norms, the absence of stable mode of leadership of military forces as well as of peacekeeping legitimacy.
