| Abstract: | This thesis shows that policy process is a whole system process,policy making is a logic premise in the public policy process,other process also have the same important function,especially policy implementation.It gives the definition,classifies the types of policy evading,analyzes reasons resulting in policy evading institution from ethical value perspective,and puts forward some suggestions on rectifying policy evading. |
