| 摘 要： | 人的全面而自由发展是一个历史的发展过程，人类历史发展的每一步，都在为全面而自由发展创造条件并推动其不断地前进。社会制度与人的发展有着密切联系。制度是人存在和发展的社会条件，相对于个人而言，社会制度更为重要。当正义制度不存在时，我们必须建立正义制度，这正是人的全面而自由发展的一个方面，也是我国当前进行政治体制改革的意义所在。

| Abstract: | The human's full-scale and free development is a historical development.The every step of human's development all creates the condition for humau's full-scale and freedom development and propels it forward.The constitution is the social condition of individual existence and development.Compared with individuals,social constitution is more important.If there is not just constitution.we must constitute it.This is not only one-side of human's fullscale and freedom development,but also the significance or our political reform in present. |
