FCC enforcement difficulties with unlicensed micro radio

Abstract:The purpose of this study is to analyze Federal Communications Commission (FCC) regulatory and enforcement strategies concerning unlicensed micro broadcasting. Micro radio stations in the United States have increased markedly since 1994. Employing document analysis, observations, and interviews, the FCC's regulatory and enforcement difficulties associated with micro radio activities are identified. Results indicate that FCC's efforts to restrict access to micro broadcasting technology have been stymied by the grassroots efforts of micro radio stations.
