| Abstract: | On December 18, 1992, the National Science Foundation published a notice in theFederal Register soliciting comments on a proposed change to Section 517d of theNSF Grant Policy Manual. The proposed change eliminated the prohibition on use of NSF grant funds for payment of page charges associated with publishing
scientific research in journals operated for profit. NSF received numerous comments expressing divergent views on the proposed
change. After considering all the comments received, NSF decided to adopt the proposed change. The following is the memorandum
circulated within NSF, summarizing the comments and offering options for the National Science Board to consider. |
