新公共管理理论在突破管制行政视野的一个重要支点 ,就是对第三部门治理作用的重视 ,形成视域偏好。然而 ,近年来新公共管理学却开始关注第三部门失灵问题 ,这具有重要意义。其理论意义在于 :这是突破公共管理学视域偏好的盲点、创新发展的重要路径 ;其现实意义在于 :对第三部门内在缺陷和可能出现的失灵问题的批判性反思 ,将是完善公共性社会的重要条件。因此 ,必须要科学选择和精心构筑相应的治理模式 ,以防止第三部门失灵造成的严重危害

Deficiency of the Third Sector in the Domain of New Public Administration Theory:the Type, the Management and the Model

The significance of the new public administration theory lies in its stress on the function of the third sector. However, in recent years, concern of this new theory has turned to deficiency of the third sector. Theoretically, this can be a breakthrough of the theory that offers new ways of innovation. Practically, it gives rise to critical reflection on the defect and possible deficiencies within the third sector, and points to important factors for perfection of the society for the public. Therefore, care should be taken in selection and construction of management model so as to prevent deficiencies of the third sector from causing serious consequences.
