抗战前到抗战时期国民政府开发西北动机的转变

20世纪三四十年代，即抗日战争爆发前和抗日战争时期，中国大地掀起了两次开发西北的热潮，在此过程中，国民政府起了不可替代的作用。但细加分析，由于时局的变化，国民政府在这一问题上的动机前后是不尽相同的。抗战前，国民政府的主要动机是试图更好地控制西北诸军阀，维护来之不易的统一局面；消灭中国共产党，消除革命根据地的威胁；着手解决西北边疆危机；缓解1928年～1930年的西北旱灾。抗战时期其动机则是支援抗战；彻底解决西北边疆，主要是新疆的危机：迎合工厂内迁掀起的西北工业发展热潮。

The Change of the Kuomingtang Government's Motivation to the Northwest Development During the Time before and in the Anti-Japanese War

It was during the thirties and fourties of the 20th century, exactly at the time before the break-out of the Anti-Japanese War during the whole war, China ever devoted itself to developing the Northwest twice. Kuo-min-tanggovemment was important during the process. But the purpose of Kuo-min-tang government was not same all the time,due to the changing station. It had four purposes during the time before the War against Japan. The first was to control the Northwestern warlords and to keep the consolidation better;The second was to get rid of the Communist Party and the threats coming from the revolutionary fields;The third was to esettle the Western crisis;The fourth was to relief the drought from 1928 to 1930.It had three purposes during the war.The first was to fight against Japan better;The second was to settle the Northwestern crisis completely,mainly in Xinjiang Province;The third was to develop the Northwestern industry.
