论法治行政意识的内涵和国民法治行政意识之不足

本认为，法治行政意识是法治意识在行政领域的体现，是法治精神渗透于行政主、客体的观念和行为中而形成的社会意识。它由公共意识、法制和法律至上意识、正义意识三大要素组成。章从行政主、客体两个方面分析了这三大要素的内容，并进而指出国民法治行政意识中存在的种种不足。

On the Intension of Consciousness of Administration Ruling by Law and Inadequacy of National in Consciousness of Administration Ruling by Law

As believed by the author,the consciousness of administration ruling by law is the embodiment of the consciousness of ruling by law in the field of administration,it is the social consciousness forming by spirit of ruling by law which infiltrates into sense and behaviour of subject and obiect of administration,It consists of three elements:consciousness of public,consciousness of supremacy of legality and law ,and consciousness of justice.The author analyses the contents of these three elements from the aspects of snbject and object of administration;and moreover,points out various inadequacies existing in national consciousness of administration ruling by law.
