| 摘 要： | 选拔是教育考试机构的首要功能,评价与测量则是基于选拔功能的职能延伸。教育考试机构应确立服务意识,把对国家、社会、考生和学校的服务作为立身之本。教育考试机构应重视对考试内容与形式的科学研究,加强教育考试国家题库的建设,这是提高自身核心竞争力并实现其合理定位的重要问题。

| Abstract: | The primary essential function of the institutions of educational examinations is selection which creates two other functions of appraisal and measurement.The institutions of educational examinations should foster the sense of serving state,society,examinees and schools well.Meanwhile,they should attach great importance to the scientific research on the content and form of examinations and strengthen the establishment of the state bank of educational examinations,which is significant to improve their core competitive capacity and to achieve their rational position. |
