采取什么样的经济发展战略,这要取决于不同的国家和不同的发展阶段,因此,没有一种放之四海而皆准的经济发展战略。就目前我国而言,“比较优势战略”已经不再具有优势,应采取“赶超战略”——“后发优势”理论是其理论基础,正确地选择与确立主导产业是其实现的关键,我国当前已经具备了优先发展高新技术产业的可行性,在制定高新技术产业发展的进程中,政府应采取科学合理的政策措施。
