| 摘 要： | 扩大在市县进行党的代表大会常任制的试点,是党的十六大提出的要求。在台州市椒江区近20年的实践探索中,还存在着扩大党内民主与党内传统运作方式、党代表大会功能发挥与现实政治惯性、现行体制与党代会常任制运行机制创新之间的矛盾,因此进一步推行党代表大会常任制急需要解决代表选举制度、代表活力机制、代表大会领导体制等几个关键问题。

| Abstract: | By practicing and studying for nearly 20years,a certain effectiveness has been achieved to push forward the party congress permanent system in Jiaojiang district Taizhou city.Contradictions still exist in enhancing inner-party democracy and inner-party traditional operation method,the party congress function play and reality politic inertia,the existing system and operating mechanism innovation of the Party Congress Permanent System.In order to boost the party congress permanent system,there are several main problems need urgently to be settled in representatives election system,representatives energetic mechanism,party congress democracy procedure as well as congress leadership system. |
