| 摘 要： | 西部大开发必须依靠科技创新，西部的科技创新必须需要面向大开发，与大开发战略的实施紧密结合起来，才能具有强大的生命力。西部目前的人类发展水平，人力资源的总体数量和质量及公众科学素养都比较低，严重制约着西部科技创新能力的提高。西部大开发战略的实施迫切需要科技创新的支持。西部只有掌握了科技创新的主动权，才能够取得发展的主动权。
