| 摘 要： | 中小企业融资难,从根本上说就是"权益性资本缺口"和"债务性融资缺口" 问题.而另一方面,中国居高不下的储蓄率却一直保持着极为可观的社会资金供给能力.这种巨大的反差反映了现有的中小企业的融资体系僵化、效率低下和结构性残缺.解决中小企业融资难问题的根本出路在于实施制度创新并伴以工具创新,构建一个多层次的金融服务体系的对策.

| Abstract: | Why small and medium-sized enterprises are difficult in financing at bottom is due to the capital gap and financing gap. On the other hand, the loftily savings ratio in china went on keeping preferably serviceability of social fund. The magnitude contrast reflects the petrifaction, low efficiency and constitutive property deformity of medium and small-sized enterprises .The basic outlet of solving the difficult problem of financing of small and medium-sized enterprises lies in implement system innovation and accompanied by the tool to innovating,structure a countermeasure of multi-level financial service system. |
