围绕第一要务,全力促进高校发展

党的十六大提出必须把发展作为执政兴国的第一要务。高校如何贯彻这一精神抓好发展?该文从发展目标、发展条件、发展动力、发展重点和发展环境五个方面进行了探讨：一般高校要围绕第一要务，全力促进发展，必须确立目标，明确发展方向；抢抓机遇，创造发展时机；深化改革，增强发展动力；围绕中心，突出发展重点；理顺关系，完善发展环境。

On Promoting Full Development of Colleges and Universities as the First Thing

It has been advanced at the 16th CPC Conference that development must be the first thing for state management. How should colleges face the situation according to this guideline of development? This question is discussed in the paper in five aspects, namely, the target, conditions, dynamic, keystone, and environment of development. The author holds that, for a college to develop to the full according to this guideline of development, we must a) set the aim for the direction of development; b) grasp the chance and create the opportunity for development; c) deepen the reform to boost up the development dynamic; d) stress the keystone of development; and e) tidy up the relations to better the environment of development.
