| Abstract: | Whether judicial review is democratic or not involves the understanding of democracy. The author thinks that the undemocratic character of judicial review should be understood by democratic form. The essential meaning of democracy is people's dominion. The restriction on legislative and administration and the protection on people's rights by judicial review reflect the essential connotation of democracy. |
