| Abstract: | s: Based on the reform of college system in universities, this paper puts forward that, in order to promote the development of higher education, the university authorities should offer good conditions to develop the second-level colleges, endow them with plenary self-determination to run their college including personnel management, distribution, finance and fund-raising as well. |
