| 摘 要： | 目前，利用未成年人、残疾人乞讨的现象仍然存在，未成年人、残疾人的各项权利受到侵害，相关法律虽然做出了规定，但是仍然存在着一些问题：需要不断完善相关法律法规，真正的遏制源头．使未成年人、残疾人的各项权利得到真正的保护。

| Abstract: | The phenomenon of organizing the minors and disabled people to beg violates the minors and disable people＇s rights. Although the relevent laws have been made,some problems still linger.To protect the minors and disabled people＇s rights, it is necessary to make the relevent laws and rules perfect and restrain the crimes from the source. |
