| 摘 要： | 建立现代大学制度是中国高等教育改革与发展的必然选择 ,理顺大学、政府与社会之间的关系是建立现代大学制度的重要目标之一。面向未来 ,作为控制者的政府应该成为“有限的政府” ,作为制衡者及孕育载体的社会应该成为“开放的社会” ,而作为生存与发展主体的大学应该成为“民主的大学”。

| Abstract: | Establishing modern university institution is an inevitable choice in the reform and development of China's higher education. A clear understanding to the relationship between universities, governments and society is one of the key objectives in establishing modern university institution. Facing the future, government, as the controller, should be finite; society, as the carrier, should be open; university, as the subject of existence and development, should be democratic. |
