Think on Fund of Rural Compulsory Education by the Central and Provincial Financing

Rural Compulsory Education (RCE) is a public product with the fu nction of the revenue reallocation . According to the symmetry of the rights and obligation and the recent removal policy of agricultural taxes in China , This paper argues that it is necessary for RCE to be funded by the central and provin cial f inancing, and suggests that a concrete and quantitative standard on RCE fund sho uld be put up. Moreover , the fully free compulsory education should be enforced .
