区域旅游开发中的产权民营化问题研究

本文以杭州休博会主园区全面引入民营资本案例为切入点,以产权国有化和产权民营化不同投资主体的不同经营目标为分析框架,建立了"投入—产出"内生机制模型,比较了昆明世博会、沈阳世博会和杭州世博会三种不同的发展模式。在目前中国政府缺乏有效监督现状下,世博园开发产权和经营权国有或产权国有、经营权企业化既不能实现利润最大化,也不能提供更多的社会福利;而产权民营化能够实现企业利润最大化和社会福利最大化的双赢,是新阶段我国世博园开发的首选策略。

The Private Investment in World Expodevelopment

This paper chose the main park of World Leisure Expo2006, Hangzhou 's introducing private capital as cases point, and used privatization and nationalization's different investment goals in different operators as analytical framework, created a "input-output" model of endogenous mechanisms. Using this modal , I contrast Kunming Expo, Hangzhou Expo and Shenyang Expo. Analysis shows,at the regional tourism development, state owned the right and the property rights,or state owms the property pights well enterprises owm right can not only improve enterprises' profit but also provided more social Welfare. Property privatization can realize maximization of social welfare and enterprises profits .
