构建中国特色的现代大学制度，具体制度的设计与安排固然重要，但更重要的是思考好那些事关全局的基本问题，比如，现代大学制度的主题问题。从组织理论来看，所谓制度主题实际是反映在一套规则体系中所要突出解决的主要矛盾。从这一理论出发，我国现代大学制度的主题就是促进高等教育和谐发展。

Harmonous Development: Eternal Theme for Contemporary University System

To construct modern university system with Chinese characteristics is the basic issue which concerns the whole situation such as the theme issue of the university itself although the concrete layout and arrangement are important. From the angle of organization theory the so-called the system theme is the one to solve the main contradiction. In the light of this theory the theme of the current system of modern university in China is to promote harmonous development of higher education.
