摘    要:如何选拔优秀的行政人才是人事行政中的重要内容。先秦儒家与法家分别提出了尚贤与尚功的原则。尚贤与尚功不仅反映了两家在人事管理思想方面的差异,也反映了两家理论出台的背景差异及根本理论旨趣的不同。

Abstract:In selecting excellent administrators Confucianism set great store by wisdom, but Legalism set great store by achievement in Pre-Qin Period. Setting great store by wisdom or by achievement manifests not only the difference of the thoughts of personnel management between Confucianism and Legalism, but also the difference of the background and the purpose between them.
