建立大学"内在活动逻辑"与"所有关系"协调的管理制度

大学在产生之初的所有权虚置形态,使后来的公立大学也循例秉持所有权与管理权分离的方式,亦即认同大学自治的方式,保证了大学管理方式与内在活动逻辑的一致性。我国在建国后实行的政府直接管理方式,存在着使大学机构行政化及行政积弊无法消除的困难。遵循大学活动逻辑,使大学的管理体制符合大学活动规律,是大学充分发挥自身功能和意义的基础性工作。

The ownership of nominal modality of university at the beginning of it coming into being,make the latter public university adhere to the way that the administrative power and the ownership separately too,namely approve the autonomy way of the university,which guarantee the consistency of the management and inherent activity logic of the university.After the foundation of the state,the government of our country implements the direct management mode to the university,this mode has made the organization of university incline to the administrative and difficulty to eliminate the disadvantages of administration.Following the activity logic of the university,and making the management system of the university accord with the activity law of the university,are the basic work of the university that fully exert it's own function and meaning.
