| Abstract: | A scientific mechanism of cadre assessment is a base for establishing scientific systems of selection and appointment. Therefore, the building of this mechanism is supposed to promote the transformation of managing mode in higher learning institutions and is preconditioned by a proper combination of qualitative democratic appraisal and quantitative achievement evaluation. |
