| 摘 要： | 目前我国建立多层次医疗保障体系过程中还存在，诸如医疗保障覆盖面窄、统筹基金困难、配套改革等方面的问题解决这些问题，建立多层次的医疗保障体系不仅是我国医疗保障体系的必然要求，也是社会稳定和发展的必要前提。
