| 摘 要： | 贸易自由与环境保护是WTO体制内一个新的热点问题。环境保护是GATT和WTO在国际环境保护呼声日益高涨的情况下开始关注的问题，可持续发展已成为WTO的一项宗旨．而贸易自由化则是GATT／WTO体制的根本追求目标。对贸易自由化的坚持使得WTO法律制度与多边环境协议(MEAs)之间产生了矛盾。从WTO这两个目标的和谐共存以及最终实现来说，WTO应当寻求与MEAs的协调。

| Abstract: | Trade freedom and environmental protection is a new hot problem in WTO system. Environmental protection is the problem that GATT and WTO begin to pay attention to under the condition that the international voice of environmental protection rises increasingly, sustainable development has become a purpose of WTO, and trade freedom is the essential goal of the system of GATT/WTO . It is the insistence of trade freedom that produces contradiction between WTO legal system and multilateral environmental agreement ( MEAs ) . As far as the harmonious coexistence and eventual realization of the two goals are concerned, WTO should seek the coordination with MEAs. |
