| 摘 要： | 网络舆情已成为当前我国民意表达的重要渠道。作为一种监督方式，网络舆情有效地促进了转型时期政府治理能力的提高。但是，地方政府往往把网络舆情视为一种威胁并试着加以控制，但结果却往往适得其反。事实上，地方政府要有正视网络舆情的勇气，积极采取有效的应对措施，才能促进政府的良性运行。

| Abstract: | Public sentiment from net has become the channel for the public to express their ideas.As a way to supervise,the public sentiment of net can promote the ability of a government in the time of transition.However,some local governments regard it as a threat and try to control it.But the result runs counter to their desires.As a matter of fact,the local governments ought to have the courage to face it and take measure to cope with it.Only in doing so,can the governments function well. |
