从国民参政会的成立看抗战初期国民政府的政治态度--兼谈国民参政会的局限性

国民参政会是抗战初期国共合作的产物,是国民政府创造民主气氛,进行民主抗战的体现。它的成立从一个侧面反映了国民政府的政治态度和抗战政策的变化,顺应了广大人民抗日的政治愿望,推动了抗战的进程。但是,由于国民政府的专制独裁统治,国民参政会成立不久便表现出了极大的局限性,原本能作为反映民意、决定国家大政方针的代表机构,却成为国民政府控制下的一个无职无权的民意咨询机关。

The political attitude of National Government as seen from the establishment of National Political Assembly

National Political Assembly (NPA) was a product of cooperation of the KMT and the CCP (1937-1946) ,an embodiment for National Government to practice democracy and carry on nrti-Japanese War, an outcome for National Government to maintain the cooperation of the KMT and CCP and Anti-Japanese National United Front(1936 - 1945) ,a manefestation for National Government to unite the whole nation to fight against Japanese aggressors. The establishment of National Political Assembly reflected the political attitude of National Government and the change of its Anti ?Japanese policy, which was in accordance with the people's Anti -Japanese sentiments and pushed the Anti -Japanese War in a big way. However, due to the fact that National Government practised autocratic rule,the NPA finally become a consultative council with no power and position.
