Persisting the scientific concept of development have to improve the education quality and benefit, have to Diligently realizes the unification of speed, structure, quality and benefit, have to improve the sustainable development. The development of the Radio and TV University in 21 Century not only displays in the scale expansion ,but also depends on the improvement of quality. Without basic request of quality, the scale expansion means nothing.
