反恐怖主义犯罪的刑事政策分析

刑事政策为刑事立法和刑事司法提供指导。刑事政策主体、对象、手段、载体以及目标等构成反恐怖主义犯罪刑事政策的基本要素。反恐怖主义犯罪应在联合国的统一领导下来制定和实施反恐怖主义犯罪的刑事政策，应以犯罪现象和犯罪行为人作为其研究和调整的对象，应以规范手段的调整为主，非规范性的调整为辅，体现反恐怖主义犯罪目的的正义性，反恐行动的合法性、合作性。
