经过长期发展,我们党已经从一个领导人民为夺取全国政权而奋斗的党,成为一个领导人民掌握着全国政权并长期执政的党,成为在全面改革开放条件下领导国家建设的党.这个具有根本意义的新变化,给党的建设带来了新的活力,也提出了新的挑战和考验,迫切要求全党以对全国人民和社会主义事业高度负责的精神,着重从制度层面切实解决好能否执政、如何执政的重大课题.
