高等学校决策模式的选择与对策分析

中国高等学校经过半个多世纪的发展,在决策方面,形成了坚持共产党在决策中的领导地位、坚持民主集中制等的特点;但还没有形成一套科学的决策体制,缺乏民主性和科学性,缺乏科学系统的决策程序。作为公共组织,高等学校根据其决策的内容特点、客观环境、决策过程,应采取渐进决策模式为其主导模式。在具体实施过程中应明确高等学校决策的价值取向;积极推进决策的科学化过程;建立完善的决策机制;努力提高决策者的素质等对策和建议,从而实现高等学校决策的科学化和民主化。

The Analysis on Solving-strategy and Choice of Decision-making Model in the University

With the development of china's universities in the past time,there have formed a decision model in which the Chinese community party have dominated all sorts of decision and paresis on institution of democracy and centralization;unfortunately,this kind model have not formed a suit of scenically decision system and absent democracy,ration and seasonal process.As the public organization,university should adopt gradual decision model according to the feature,surrounding and process of decision.In the course of practice of decision,the decision orientation of value in university should be emphasized,the process of decision should be got optimum,the mechanism of decision should be made better and all decisioners' quality also should be improved.By these ways,scientific and democratic decision must become into true.
